Try to hang out with her (in public) do not seem obviously "in love" or obsessive. I have seen people obsessing, it resulted in a sexual harassment suit (this in early this year, my junior year in high school). Do as I advise, or as the person above advised. Different routes for different people and all that. But my way worked form me on 10-12 girls. In one month. Who, ironically, I did not like all that much. But really, you are who you are, what happens happens, and you have room at your age for mistakes.
References :
I pretty much had the same situation when I was your age. Sadly, I was too shy to do anything about it until high school! If you think she likes you, or if it seems like she feels comfortable around you, maybe look for an event in town like a fair or a festival or some kind of thing, then say "Hey, so the _________ is this weekend. Seems like it might be cool." Then if she seems at all interested, ask her if she might want to meet you there or something. Start out slow and see how it goes; you never know what might happen!

Also, if she's always around her friends, try catching up with her after school or some time. It may seem like she's always around her friends, but I bet sometimes she isn't. It can be really hard to walk up to a group of girls, but if you think you can, go for it! Otherwise, keep your eyes open for an opportunity. Just don't stalk her or anything :).
References :
I have a crush on a cute girl but I do not seem to have her attraction. What can I do?
She is a 14-year old girl in 7th grade and she is a pretty quiet girl who is mostly with friends so I am very in the closed box becuase I do not have alone time with her. It is at least 30 minutes or less that I have alone time with her but that is it.
